Project Description

A requirement of Lititz Borough’s Municipal Separate Storm Sewer System Permit (MS4) is a Chesapeake Bay Pollutant Reduction Plan (CBPRP). The borough is required to install “on-the-ground” Best Management Practices (BMPs) that will achieve nutrient and sediment reductions. The project includes the BMPs, stream bank stabilization, riparian buffers, and bio-retention (bump-outs).

It is anticipated the BMPs will result in the following reductions that will apply to the borough’s (CBPRP):

  • Nitrogen: 168.2 lbs/year
  • Phosphorus: 34.6 lbs/year
  • Sediment: 34.7 tons/year

The BMPs would follow the concept of benefit stacking providing compliance measures for both the CBPRP and the Total Maximum Daily Load (TMDL) Plan. There is no real monetary value that can be placed on MS4 Permit compliance. However, a recent non-compliance fine was issued to a nearby municipality for $72,000.

The restored streambanks will reduce erosion (Chesapeake Bay strategy) and reduce damage to the Oak Street and Locust Street bridges. Stacked benefits from this project include: Nutrient & sediment reductions, MS4 Permit compliance, flood hazard mitigation, transportation infrastructure protection, economic development, community development, ecological development, non- motorized transportation, recreational facilities, and educational tools.
